PROGRAM PURPOSE


The ETCOG Homeland Security (HS) Program aims to enhance the region's communications and synchronization of efforts and resources. This program also provides support to local jurisdictions regarding emergency management planning as well as adoption, maintenance, and training in the National Incident Management System.

The HS program assists in activities relating to emergency preparedness, response during major events/disasters, mutual aid agreements, and advises agencies regarding future funding opportunities.

HOMELAND SECURITY ADVISORY COMMITTEE


The HSAC is comprised of local Emergency Management Coordinators and first responders from across the 14-county ETCOG region. The HSAC provides guidance to staff on projects related to HS within the region, implements and develops regional HS strategies, updates the Regional Interoperability Communications Plan (RICP), and makes recommendations as to how the region's annual allocations of HS grant funding should be used.


GRANT APPLICATION INFORMATION

The State Homeland Security Program (SHSP), Homeland Security Grant Program (HSGP) applications

opened FEBRUARY 17, 2026, and are due before 5 pm (submitted and certified)

on MARCH 16, 2026.
